CIA Director William Burns says that Russian President Vladimir Putin is being “too confident” in his military's ability to grind Ukraine into submission. In a television interview on February 26, Burns said that, during a meeting he had in November with the head of Russia's Foreign Intelligence Service, his counterpart had displayed “a sense of cockiness and hubris” that reflected Putin's own belief that he can “grind down the Ukrainians” and wear down Ukraine’s European allies.
